Daskal said she was particularly troubled by a March 2002 memo arguing there were few restrictions on transferring prisoners to a third country, regardless of whether the country had a record of abuse. This is a prime example of regulators actively and knowingly failing to do their job, which cost both investors and tax payers massive amounts of money
